Ontario’s Long-Term Affordable Housing Strategy

During the 2007 election, the Liberal Party promised, if re-elected, to “create a long-term strategy for affordable housing … (that) contains a mix of non-profit and co‑operative housing.”

After almost a year and a half of work, including province-wide consultations, the Ontario government released the Strategy on November 29, 2010. See the On-line documents section below for material submitted by CHF Canada’s Ontario Region setting out issues of importance to housing co‑ops.

The Ontario Region issued a media release that welcomed the Strategy but also noted that the lack of new funding commitments leaves big gaps in the plan. See also the Ministry of Municipal Affairs and Housing website for an overview of the Strategy.

Central to the Strategy is legislation to repeal the Social Housing Reform Act (SHRA) and replace it with a new Housing Services Act (HSA). This legislation, Bill 140 Strong Communities through Affordable Housing Act, was introduced in the legislation on November 29 and passed first reading. The Bill passed second reading on March 8. It was referred to the Standing Committee on Justice Policy for further debate and public input before it goes back to the Legislature for the third and final reading.
