Non-profit housing co‑operatives were started as a response to Canada’s need for affordable housing with resident control. Today the need is greater than ever but, without co‑op specific programs, it is difficult. Only Quebec still assists non-profit co‑operative development through specialized provincial housing programs. However, a few new housing co‑ops have been developed in recent years using federal-provincial funding and other housing sources.
